Gregory is correct. I had forgotten about that little detail with the circulator. Had the same ooppps happen to me back in 2001.
Test the output with an in-line meter that can read down into the 1-2W range.
And hope that you do not have an RF output problem. Unless the design has changed radically since 2003 or so, the PA is mounted against the front face (AKA Heatsink) and is not a field serviceable part. Had to ship the entire TX box back for that repair.
I had a long go around with Moseley on their AES output flag problem in 2005/2006. That is one company, as others said, don't accept the answers they give you. PUSH PUSH PUSH until you get a believable answer that makes technical sense.
