Belar modulation monitors are notorious for getting bad capacitors. I don't
know how many I've "shotgunned" over the years. An open capacitor in series
with the audio output (and I'm pretty sure there is one) would make it sound
like you describe. Get your engineer to check and replace all the bad
capacitors, and you should be OK.
