If you can get your hands on an actual AOL install CD, try that. The Vista
computer may, for some reason, refusing to download the complete 
installable. If
you don't have an install CD, maybe you can burn a CDR on a different machine
then try your install again. Is your vista machine connecting to the Internet
OK? Can you ping a known Internet IP? Do you have name resolution, IOW can
you ping a URL by name?

What you are describing sounds like the Vista is not completely connecting to
the download site.
